Why a chargeback threat is ESCALATE, not HOLD.
A known customer emails: two years in, second late shipment, "tell me what's going on today, or I'm going to file a chargeback." No dollar figure or payment request is actually in the message — "chargeback" here is a threat, not a billing task. The agent flags it ESCALATE on sentiment and the implied same-day deadline, and stops there — it never reaches AUTO-DRAFT consideration.
If the same customer had instead calmly asked "can I get a refund for the late shipment," that routes to HOLD instead — no threat language, just a money request. The distinguishing signal is tone and ultimatum framing, which is why escalation criteria live separately from the money check in triage-rubric.md.
